In 2000 the United States of American completed its 22nd national Census. At its most basic level, "A census is a count of the population of a country as of a fixed date."(ix) According to Margo J. Anderson, author of Encyclopedia of the U.S. Census, it also "was and is a mechanism for distributing political power and economic resources among the various elements of the population." (xv)
